说句实在话，作为中国学联的老会员、作为一个中国人，我对陈鲁滨一伙主动充当“带路党”、西奴的行为，感到了忍无可忍的愤怒！并为他们控制下的“剑桥中国学联”的命运和被他们欺骗的剑桥中国留学生的前途和命运无比担忧！
陈鲁滨们制定的章程规定（附件二）：“财长负责保存学联财务账目和为学联生成收入”。生成收入，在英文原文中，就是“制造收入”、就是“创收”、就是“挣钱”！学联作为非盈利性公益组织，不应有收入，这是众所周知的英国法律和剑桥大学的规定；另一条陈鲁滨们制定的章程规定：“高级财务总监将由‘四人执委’任命，负责审计学联年度账务”，自己任命高级财务总监来查自己的帐，这不仅是欺骗会员，而且也是违背英国及剑桥大学公益社团财务监管规定的。相关的英国法律和剑桥大学校规，美国JP和陈鲁滨们是清楚的。但为什么他们还敢冒天下之大不韪呢？不完善的体制、程序和没人监管、监督，也是原因之一。现在陈鲁滨的学联，没有什么人，就是被人们称为“四人帮”的四个人在控制着。当然，一个四人专权、排挤他人、政治风险又非常巨大的学联也是没人愿意加入的，一个没人愿意加入的学联，从人力资源上也是无法形成完善的体制、完善的流程和监管、监督机制的。
陈鲁滨的章程规定，只要有钱，不是中国人、不是学人都能加入中国学联，只要没有钱，剑桥的中国人也进不了中国学联；只要思想言论上和陈鲁滨一致，就能留在学联，只要思想言论上不一致，即使交了钱也会被开除学联。我们剑桥的大多数中国人都是不同意陈鲁滨将原学联章程中的“爱国”条款去掉的；我们更不同意，将以服务为宗旨的学联章程，变为以干涉、反对中国政治为学联活动目标的陈鲁滨章程；我们更更不同意自己在中国学联内部的言论自由被封杀，在学联邮件列表上一直拥有的表达、沟通、交流权利被剥夺；我们还更更更不同意陈鲁滨收取会员年费的贪婪之举。有什么活动收什么费，就足够了。过去学联组织那么多活动，在不收年费的情况下，都能努力做到免费提供，现在陈鲁滨的学联竟然收起了入门费？我们在爱不爱国、在扒不扒中国学生“皮”上与陈鲁滨们有着原则分歧，我们绝大多数剑桥中国人是不会加入这样的学联的。这样陈鲁滨的所谓“中国学联”就会被各反华势力所控制，以“中国学联”的名义，干反中国政府的事。现在陈鲁滨在制定中国学联新章程时，公然去掉爱国条款、增加干涉中国政治和收取大家年费的条款就是例子。
陈鲁滨在致会员的信中（附件三）称：“基于我们社团原有的旧章程，并且参考了社团守则对于社团章程的基本规定以及校监的个人建议，我们已经完成了章程草案的制定。”陈鲁滨的这段话，除了他听从反华的美国JP（陈称为校监的人）的指使是真的，其他都是假的。大家比对一下中国学联2008年最近版本章程（附件一）与陈鲁滨的新章程（附件二）就会发现全变了！希望大家仔细阅读两个章程，不要再被欺骗！
剑桥中国学联有二十八年历史、经历二十八届主席更换，其章程也根据时代的发展有所变化，例如，随着留学人员的增多、服务要求的增加，学联增设了很多新部门、增加了执委人数，但作为一个以国家名字命名的中国学联，其章程中的爱国、无偿服务本国留学人员的宗旨、提供言论自由和交流沟通平台、具有选举权和被选举权的会员必须是中国人的核心内容，从未改变，并被一代一代学联人所传承和坚守。到了陈鲁滨的学联，这一切都被彻底改变，在大变天的情况下，陈鲁滨还厚颜无耻地宣称：他的章程是基于“社团原有的旧章程”。夺取政权后的陈鲁滨们，还没有改掉撒谎、欺骗、愚弄会员的老毛病！
按照陈鲁滨一伙的新章程，“剑桥中国学联”不仅会名存实亡，而且还会被不是中国人的人所掌握和利用，后患无穷！为此，笔者再一次倡议中国使馆教育处和所有中国人，如果同意陈鲁滨等人的新章程，那么陈鲁滨的由各国人士、各行业人士加入并掌控的学联，就不能再用“中国”的字号了；要不然，陈鲁滨等人必须修改其章程，外国会员不能有中国学联主席的选举权和被选举权，既然叫“中国学联”，就必须让“中国学联”成为名符其实的中国学生学者社群的服务组织，并将原章程“坚持爱国”的宗旨恢复，将原章程服务所有中国学生、学者的根本任务恢复，将大家的言论自由和邮件列表的沟通交流平台恢复，取消向所有会员征收年费的乱收费条款。
看到陈鲁滨一伙制定的新章程，再看看2008版中国学联章程，我们终于明白了，理解了原爱国学联主席的坚持。其实，剑桥大学和老JP对原爱国学联主席等二十七届全体执委（缺席三人），按照2008年最近版章程规定，在执委会审核候选人一人的情况下，由执委会选举主席是完全认可的。因在2011年7月5日至11日长达一周的总结、选举大会期间，陈鲁滨不仅没有提出竞选主席的意愿，而且也和大家一起举手同意了原主席再次当选连任。虽然他后来即10月份，遇上新上任的美国JP后又反悔，但这恰恰证明了在当时，执委会审核的候选人确实只有一人，在执委会审核候选人只有一人的情况下，进行执委会选举，是章程的规定。在按照章程由执委会选举不违章的情况下，陈鲁滨一伙又开始找章程本身的毛病，最后找到从1992年开始，二十年来剑桥中国学联的各版本生效章程均无英文版本在学校注册这个历史疏漏，以此耍赖否认所有中国学联章程是有效的，从而否认二十七届学联执委会按照章程规定的选举是有效的。为此，学校指示双方先在章程上达成一致，否则，就注销学联。有些不明真相的人认为：“原主席太认真，同意了陈鲁滨等人修改的章程条款，不就达成一致了吗？这样学联也保住了、主席的位置也保住了。”看到了陈鲁滨一伙制定的新章程，持这种观点的同学、学者十分后悔，纷纷表示，因当时不了解陈鲁滨的章程是这样的，有一种被陈鲁滨一伙愚弄、欺骗的感觉，笔者今天看完了陈鲁滨等人的章程，也更加钦佩原主席的坚持和原则，爱国、爱同学（会员）、服务祖国、服务同学（会员），确实应该是中国学联章程的核心内容，一个既不爱国、也不爱同学，把爱国条款去掉，把收费挣钱列为重点的章程，我也会宁肯选择失去主席职务，也不去苟同。无怪乎，二十七届剑桥学联的二十四位执委，除陈鲁滨、毛丰他们自己，其余执委即使在各种威逼利诱下，也没人再去陈鲁滨的第二十八届学联任职。得道者多助、失道者寡助，靠背叛祖国、靠选举作弊上台的陈鲁滨应该悬崖勒马了！
附件二：陈鲁滨等制定的新章程（中文为笔者翻译）

1 Name

1.1 The name of the society is Chinese Students and Scholars Association in Cambridge (CSSA-CAM), which will be referred to as the Association hereinafter.

Any student or scholar from the Cambridge area who agrees with the Constitution of the Association can become a member of the Association by application. Cambridge residents are also eligible to apply and become members.
凡同意本会章程的剑桥地区的学生或学者可以通过申请成为会员，剑桥居民也有资格申请和成为会员。
The application process is as below:

(1) Complete and submit application form.

(2) An application shall then be examined and approved by the Executive Committee (see 4.2) and documented by the Secretariat.

(3) All members shall pay their an annual membership fee, the amount of which is subject to the revision of the Executive Committee.

Any member may terminate his or her membership at any time by notifying the Executive Committee in writing.

3.3 Rights and Obligations of Members

(1) All members have the right to be present at any of the Association's meetings and activities.

(2) All members (excluding Honorary Members) have the right to express their opinions towards the Association's affairs either by voting in the General Meetings or by proposing petitions to the secretariat.

(3) All members who fulfill the criteria (see 6.2) have the right to be elected as the President or any other officer.

3.4 Distinguished persons who are not members can be proposed by the Executive Committee to become Honorary Members. Honorary Members do not need to pay membership fees. Furthermore, cannot vote at any meeting nor are they eligible to be officers in the Association.

The Committee consists of the Executive Committee and other Committee Members who are appointed by the elected President, Vice President, Secretary and Junior Treasurer (see 4.2.(2)).

(1) The Executive Committee (hereinafter referred as EXCO) consists of the President, the Vice President, the Secretary and the Junior Treasurer and other Officers (excluding the Senior Treasurer).

(2) Four officers (the President, the Vice President, the Secretary and the Junior Treasurer) are elected every year at the Annual General Meeting (see 5.1).

(3) The President is the primary leader of the committee who has the right to oversee all activities that are related to the Association.

(5) The Secretary deals with correspondence and documentation and admits new members.

(7) The other Officers are referred to the heads of divisions (such as Sports Division, Sponsorship Division, Culture Division, etc) in the Association, who are appointed by the four elected officers. The total number of other officers and their duties will be decided by the four elected officers based on the needs of proposed activities.

(8) The Senior Treasurer shall be appointed by the elected President, Vice President, Secretary and Junior Treasurer to audit the account of the Association each year. The Senior Treasurer shall not be liable for any debt or other obligations of the Association except personally authorised in writing.

5 General Meetings

5.1 The Annual General Meeting

The Annual General Meeting (hereinafter referred to as the AGM) shall be held annually in Cambridge during Michaelmas full Term. All members shall be informed of the AGM by written notice no less than fourteen days.
年度全体大会应于每年秋冬学期期间举行。所有会员应于至少14天以前被书面通知。
The agenda shall include:

(1) An annual report from the President.

(2) The Junior Treasurer shall report to the members the income and expenses of the Association in the past year, as well as publish a balance sheet.

(3) The general election (see 6) can only be held in the AGM.

5.2 Extraordinary General Meeting

An Extraordinary General Meeting (hereinafter referred to as the EGM) can be held at any time during Full Term when an issue requires the input of entire membership of the Association and it is too serious or urgent to wait until the next AGM. The EGM is held in Cambridge called by more than two-thirds of the EXCO or at the written requests of at least fifty members. All members shall be informed of the EGM in writing with at least fourteen days notice.
临时全体大会可在完整学期期间里的任何时间举行，当一件议题需要学联全体会员的投入时并且太严重或太紧急不能等到下次年度全体大会时，临时全体大会在三分之二的执委召集下或50人以上的会员书面联名请求下在剑桥召开。所有会员应被告知此临时全体大会，经过至少14天的书面通知。
(1) The general election (see 6) cannot be held at the EGM.
(1) 换届普选（见6）不能于临时全体大会上举行。
(2) Motion of no confidence against the President may be put on the agenda at an EGM with more than 150 members present. If the no-confidence motion is approved by more than two-thirds of the members (excluding Honorary Members) in EGM, the incumbent President shall step down with immediate effect. The vice president shall become the Acting President until the next AGM is held. Another vice president shall be appointed by the EXCO after EGM, in order to assist the Acting President.
(2) 反对主席的“无信心”动议可以在超过150人出席的临时全体大会上放入议程。如果“无信心”动议在临时全体大会上以超过三分之二通过（除名誉会员），现任主席应立即下台。副主席应就任代理主席直至下届年度学联全体大会召开。另一名副主席应由执委会在临时全体大会后任命，以便协助此代理主席。
5.3 All Members shall be entitled to attend and vote at any General Meeting. Honorary Members have the right to attend but not to vote.

5.4 The EXCO shall inform the members the agenda of the meeting five days prior to an AGM or an EGM.

6.1 The President, the Vice President, the Secretary and the Junior Treasurer shall be elected by simple majority at the General Election.

6.2 Candidates must meet all of the following conditions:

(1) Be a student or scholar from University of Cambridge (see Appendix).

(2) Be a Member of the Association. For the candidates of President, a membership for at least one academic year (by the date of the general election) is additionally required.

(2) Every Member (excluding Honorary Members), who wish to become a candidate, must be nominated by at least 2 other members (including Honorary Members).

(3) Under the circumstance that any one of the positions receives no potential candidates after fourteen days, an extension of seven days shall be given before the finalized list of candidates is published.

(4) The General Election shall take place at least fourteen days after nomination period is closed.

(7) The General Election adopts decisions by a simple majority vote of its attending members. If more than one candidate exists, a simple majority of valid votes is needed to win; in the case of equal votes, a re-election is held: each candidate will make a one-minute speech, and votes will be re-casted on the same date.

(8) Unfilled positions, that received no nominated candidates before the General Election, shall be fulfilled by officers appointed by the previous EXCO after the General Election.

7 Financial Matters

7.1 The Junior Treasurer shall maintain a banking account to hold the Association's funds.

7.2 The Junior Treasurer shall regularly publish the results of budgeting and balancing of the Association's Fund.

7.3 Detailed accounting shall be kept whole and complete, for examination, and the inspection of the next EXCO.

8 Dissolution

8.1 A proposal of dissolution can be raised by the EXCO or by a written petition with signatures of more than fifty members (excluding Honorary Members). The Association may be dissolved if the proposal of dissolution is approved by more than 300 voting members at an AGM or an EGM.
8.1 解散提议可由执委会提起，或者可由超过50名会员联名签字的书面请愿书（名誉会员除外）发起。如果解散提案在年度全体大会或临时全体大会上由超过300名会员投票通过，学联可以解散。
8.2 Any motion for Dissolution of the Association shall provide that assets remaining after all liabilities have been met shall be transferred either to another Registered University Society, or to the Society's Syndicate.
8.2 解散学联的动议应满足在债务付清后的资产剩余已移交给了另一家在大学注册的社团或移交给了联合社团的财团。
The current EXCO shall have the final say in the interpretation of the Constitution.

附件三：陈鲁滨致全体会员的信

In order to get our society properly registered at the University, we need to submit an updated constitution to the Junior Proctor's office. We have been working with the Junior Proctor in the past few weeks and have come up with a draft. I have attached the draft of the constitution in this email. Please note the attached file is NOT the final version of our constitution, feel free to write to us (info@cssacam.org) with your suggestions of any amendments that could be made in the constitution. Please send your feedbacks before 5:00 pm Friday, 10th Feb 2012.
According to the guidances from the Junior Proctor's Office, an EGM needs to be held to ractify and approve our constituion. Therefore, I am now writing to call for an EGM, which will take place at the Department of Engineering LT0, 2pm to 6pm on Saturday, 11 Feb 2012. In the EGM, all the suggestions from our members will be discussed and a final version of our constitution will be approved. Once our constitution is approved and submitted to the Junior Proctor's Office with other additional documents, our society will be re-registered immediately.
